1998 - was a year of preparation for the
Draft Environmental Assessment
Plan for Petenwell and Castle Rock.
February 4, 1998 - Nekoosa
Papers, Inc. receives approval from WDNR
to increase its phosphorus dumping into
the Wisconsin River from 1 milligram to
1.5 milligrams per liter. A
whopping 50% increase. The permit
was granted by WDNR without having GP
prove financial hardships or for GP to
offer an alternative solution to its
problem.

1999- Final comments on the Draft
Environmental Assessment were filed with
FERC. During the year, the PCPOA
continued its fish stocking programs and
followed up on violations of the use of
the 100-foot strip.

2000 – The
summer of 1999 and 2000 saw the
results of the phosphorus
variance granted to GP.
Our lakes again became a bowl of
“pea soup”.

November 8, 2000 - FERC
releases the Final Environmental
Assessment Plan (FEA), The
year 2001 will be spend interpreting the
FEA.
WRPCO thru the FEA again tries to
diminish the public’s use of the 100
-foot strip. FERC restated its
position: The public must have
maximum access by land or water, e.g.
full public utilization of the 100 foot
strip with some restrictions, which
apply to both the public and the land
owners behind the strip.
