The Petenwell Lakes Property Owners’ Association (PLPOA) was formed on September 15, 1976 to promote the rights of the public so that full utilization of the lake would be assured for all people. The PLPOA addressed the lack of a Recreational Plan with the Wisconsin River Power Company (WRPCO) and was met with a closed door and an indifferent attitude. The operating area for the association was established as follows: from Highway 73 South to Highway 82 and Highway 13 west to Highway 80.

The year of 1977 was spent researching WRPCO’s license, the authority of the Federal Energy Regulatory Commission (FERC), and the authority of the DNR and other legal aspects of the Federal License.

On March 22, 1978 the PLPOA served notice of Intervention Papers on the DNR and FERC citing violation of the license held by WRPCO on Petenwell and Castle Rock. Shortly thereafter, the PLPOA was granted "Intervener Status" by FERC.

June 9, 1978 the PLPOA intervenes in the application of Wisconsin Power and Light (WP&L) (one third owner of Petenwell and Castle Rock) who was trying to erect a nuclear plant at Haven, Wisconsin. The basis of the intervention was twofold. NO NUKES and WP&L was in violation of its present license on Petenwell/Castle Rock. Nuclear plant never built.

November 20, 1978 The PLPOA was successful in securing a five-day FERC hearing in the courthouse in Friendship to help develop a recreational program and to correct the suspected violation of the license. The present license expires February 1,1998 as does the PLPOA’s Intervention Status.

During 1979, many meetings were held with WRPCO and DNR to shape recreational plan for the lakes.

April 23, 1980 – The PLPOA formed the Petenwell-Castle Rock Township Association (PCTA) – seven townships are united to fend off an unfair real estate tax proposal by WRPCO, which would have dramatically increased the property taxes on the taxpayers. The tax issue was finally settled to the satisfaction of all in 1990.

April 30, 1981 – After years of work by the PLPOA with WRPCO, DNR and FERC, the commission approves the Recreational Plan for both lakes and WRPCO begins to implement the plan with new boat ramps, campsites, hiking trails, etc. The 100-foot set back is established on both lakes.

June 25, 1981 - The PLPOA intervenes in the EKA Chemical Companies application to construct a chemical plant in Plover, Wisconsin that would discharge chemicals into the Wisconsin River. This proves successful. No approval granted.

November 1983 to April 1984 Petenwell Lake is drawn down 7 ½ feet to finish cleaning the lake per its license, which was issued in 1948. WRPCO cuts all tress remaining in Petenwell at the ice level. This was a condition prompted by the PLPOA in the negations of the Recreational use plan.

February14, 1985 the PLPOA lead the charge to halt the raping of forest croplands in Juneau County. Potato growers try to convert 4,000 acres of forest to potato plantations. The PCPLOA was successful.

September 6, 1985
- THE PLPOA lead the charge to halt the use of chemicals produced by Union Carbide for potato growers. Ground water and wells were being contaminated in Juneau County, Town of Armenia area. Aldicarb banned from Wisconsin.

July 2, 1986 110 Castle Rock people join the PLPOA and the association name was changed to the "Petenwell Castle Rock Property Owners Association" (PCPOA). Total membership now as 790 and growing.

1987-1997

August 22, 1989 – WRPCO re-opens its bid to reduce the public use of the 100-foot strip. The PCPOA intervenes and is successful in retaining the: "Status Quo".  
                               

November 7, 1989
- The PCPOA intervenes in the construction of the bridge on Highway "Z" at Klein’s’ Creek on Castle Rock. The PCPOA was successful in establishing a 30-foot bridge instead of a proposed 20-foot bridge so two boats could pass under the bridge without danger. In conjunction with this intervention, "No Wake" buoys are installed at Klein's Creek and Buck Creek as well as a boat launch and large parking area.

1998
- was a year of preparation for the Draft Environmental Assessment Plan for Petenwell and Castle Rock.

February 4, 1998  -  Nekoosa Papers, Inc. receives approval from WDNR to increase its phosphorus dumping into the Wisconsin River from 1 milligram to 1.5 milligrams per liter.  A whopping 50% increase.  The permit was granted by WDNR without having GP prove financial hardships or for GP to offer an alternative solution to its problem.
